Holly Fechner is a Partner at Covington & Burling LLP. Named a top lobbyist by The Hill, Fechner manages teams that handle public policy, government affairs and regulatory matters for clients. She is co-chair of the firm's Industries, Regulatory and Legislative practices and an adjunct lecturer at the Harvard Kennedy School of Government. Fechner was Policy Director for Senator Edward M. Kennedy (D-Massachusetts), where she developed policy initiatives, legislation and campaigns on a broad range of issues, including the economy, health care, retirement, employment, civil rights, and education. Prior to that position, she was Chief Labor & Pensions Counsel for the Senate Health, Education, Labor & Pensions Committee. Fechner graduated from Oberlin College and received her law degree and graduate Women’s Studies degree from the University of Michigan.
